Tashkent, Uzbekistan (UzDaily.uz) — The Senate of the Oliy Majlis approved at its 20th plenary session a law on the ratification of the Agreement between the Republic of Uzbekistan and the Islamic Republic of Pakistan on the Transfer of Sentenced Persons, signed in Islamabad on 5 February 2026.
The agreement regulates the procedure for transferring citizens serving prison sentences so that they can serve the remainder of their sentences in their country of citizenship.
The document establishes the main conditions for transferring sentenced persons and the circumstances under which such a transfer may be refused. The agreement also identifies the central competent authorities of the two countries, sets requirements for the form and content of relevant requests, and establishes the procedure for enforcing sentences.
Separate provisions regulate the transit of transferred persons and reimbursement of expenses related to implementation of the agreement.
During the discussion, senators noted that ratification of the document would expand opportunities to protect the rights and legitimate interests of Uzbek and Pakistani citizens serving sentences outside their countries.
The transfer mechanism is also expected to contribute to their social rehabilitation and further development of legal cooperation between the two states.
Senators stressed the importance of the agreement for the practical application of humanitarian principles and strengthening international cooperation in the enforcement of criminal sentences.
Following the review, the law was approved by the senators.
