Tashkent, Uzbekistan (UzDaily.uz) — Uzbekistan’s Ministry of Transport has drafted a bill proposing tougher administrative penalties for violations of rules governing passenger behaviour aboard aircraft.
The draft introduces separate fines for passengers who repeatedly fail to comply with instructions issued by an aircraft commander or an authorised crew member acting on the commander’s behalf.
Under the proposal, Article 117 of Uzbekistan’s Code of Administrative Liability would be revised.
Passengers who fail to follow instructions from an aircraft commander or an authorised crew member concerning compliance with onboard conduct rules could face a fine of five to 10 basic estimated values (BEVs), equivalent to 2.2 million to 4.4 million soums.
For a repeat offence committed within one year of an administrative penalty, the fine could rise to 15–20 BEVs, or 6.6 million to 8.8 million soums.
Currently, Article 117 provides for a fine of five to 10 BEVs for people aboard an aircraft who fail to comply with instructions from the commander or a crew member acting on the commander’s behalf. However, it does not establish a separate penalty for repeat violations within one year.
According to the draft bill, the proposed amendments are intended to improve flight safety and strengthen accountability for non-compliance with civil aviation rules.
Public consultation on the draft will remain open until 24 October.
