Uzbekistan Energy Ministry to Expand Digital Transformation

Tashkent, Uzbekistan (UzDaily.uz) — The number of citizen complaints related to Uzbekistan's fuel and energy sector fell by 26% in the first half of 2026 compared with the same period last year, declining from 50,000 to 39,000, First Deputy Energy Minister Umid Mamadaminov said in an interview with O‘zbekiston 24 television.

Mamadaminov said the decline reflected reforms implemented in recent years, including the commissioning of new power generation capacity, the modernisation of electricity transmission and distribution networks, and the introduction of energy efficiency programmes.

He said the sector still faces unresolved challenges. In some regions, substations and transformer facilities continue to operate under excessive loads. Of more than 1,800 substations with voltages of 35-110 kV, around 30% have been modernised, while the remaining facilities will be upgraded in stages using state budget funds.

According to Mamadaminov, more than half of all citizen complaints continue to relate to gas supply.

The largest number of complaints concerns the supply of natural gas and liquefied gas, primarily delays in delivering gas cylinders to households. To address the issue, the ministry is introducing a digital supply management system, which is expected to significantly reduce the number of such complaints before the start of the autumn and winter season.

Mamadaminov also said that after completing a major phase of expanding power generation capacity, the sector is entering the next stage of development, with a focus on digital transformation, infrastructure modernisation and automated management systems.

Over the next four years, Uzbekistan plans to modernise around 5,000 kilometres of electricity transmission and distribution networks, build new substations and introduce a digital automated management system.

The Energy Ministry is also developing a new development strategy that includes upgrading call centres, improving the system for handling citizen complaints and introducing artificial intelligence technologies in this area.
