Uzbekistan to Strengthen Child Protection and Social Services
Tashkent, Uzbekistan (UzDaily.com) — President of Uzbekistan Shavkat Mirziyoyev has reviewed a set of proposals aimed at supporting socially vulnerable groups, expanding access to social services, and improving the legal and regulatory framework in this area. The proposals were presented by the Child Ombudsman.
During the discussions, special attention was given to strengthening child protection, supporting families raising children with disabilities, and measures to counter certain forms of violence against minors.
According to the initiatives presented, the “Early Intervention” service for children aged 0 to 3 years with identified developmental disorders will be gradually introduced by 1 June 2026. The service will involve specialists in corrective pedagogy and therapeutic physical education, as well as support for speech and motor skill development.
In addition, medical examinations and surgical procedures for children born with anatomical defects will be covered by the State Health Insurance Fund.
Another key reform direction is the transformation of the boarding school system: “Muruwwat” orphanages will be gradually converted into “Ghamkhorlik” centers focused on social adaptation, life skills development, and integration into society.
Tax incentives are also proposed for parents who send children with disabilities to day-care centers, up to 3 million soums per month. Entrepreneurs operating in this field under public-private partnership schemes will be exempt from taxes until 2030.
In the area of child protection, legal measures are being strengthened. Separate administrative liability will be introduced for the possession of pornographic materials involving minors for distribution purposes, with criminal liability for repeated offenses. Penalties for indecent acts against children under 16 involving digital technologies will also be tightened.
Furthermore, the institution of legal representatives for minor victims and witnesses will be introduced, along with clearly defined timeframes for investigative procedures.
The measures are aimed at expanding social support, protecting vulnerable groups, and building a more effective system for safeguarding children’s rights.
