People's Democratic Party Condemns Home Inspections and Citizen Humiliation by Officials
Tashkent, Uzbekistan (UzDaily.uz) — The People's Democratic Party of Uzbekistan (NDPU) has stated that instances of khokims, mahalla chairpersons, and heads of various organizations entering citizens' homes with demands to organize their living quarters and adjacent yards contradict the Constitution and the principles of a rule-of-law state, according to a statement from the party.
The party noted widespread public outrage over events in recent weeks, including the actions of Shakhrisabz District Khokim Samad Khasanov, who looked inside a female resident's refrigerator during a home visit and used offensive language, as cited in the statement. The party also mentioned instances where mahalla representatives threatened residents with fines.
NDPU called on public officials to abandon illegal methods of interacting with the population, including the humiliation of citizens' honor, dignity, and business reputation, and urged them to adhere to principles of the rule of law, respect for human dignity, social equality, and social partnership.
The party directed particular attention to an initiative by Chinaz District Khokim Sherzod Salikhov to post banners reading "Shameful House" and "Shameful Mahalla" on homes and local buildings that he deemed non-compliant with beautification standards.
The statement emphasized that while maintaining order and cleanliness in settlements is every citizen's social responsibility, such initiatives must be carried out through personal example, cooperation with the public, respect for the law and human dignity, and practical assistance.
The party also noted that the level of mahalla infrastructure directly depends on local government performance, including road maintenance, water, electricity, and gas supply, engineering infrastructure, and timely waste collection.
NDPU expressed confidence that if citizens receive genuine support and practical care from state authorities, they will naturally strive to improve the condition of their homes and surrounding areas.
According to the party, humiliating individual honor and dignity and attempting to apply administrative measures not provided for by law run counter to democratic and legal governance principles. NDPU stressed that every public official is obligated to prioritize citizens' rights, freedoms, and legitimate interests when interacting with the public.
