Uzbekistan Launches Utility Debt Certificate Service
Tashkent, Uzbekistan (UzDaily.com) — The Government of the Republic of Uzbekistan has introduced amendments and additions to the Unified Administrative Regulation for the provision of public services, which governs the issuance of certificates to individuals and legal entities.
The relevant document was approved under Cabinet of Ministers Resolution No. 612 dated November 20, 2023.
As part of the updated procedure, a new public service passport has been approved for issuing certificates confirming the absence of outstanding debts for utility services. The new mechanism is aimed at simplifying the process of obtaining the document and improving the transparency of public service delivery.
According to the approved requirements, individuals applying for the service must provide their surname, first name and patronymic, passport or ID card details, preferred language for receiving the certificate (Uzbek or Russian), contact information including email address and phone number, as well as the cadastral number.
For legal entities, applicants must indicate the full name of the organization, telephone number, taxpayer identification number (TIN), cadastral number, and utility account number if available.
The service is provided free of charge. It is implemented through the Unified Portal of Interactive Public Services (my.gov.uz) in accordance with Presidential Resolution PP–286 dated 16 September 2025.
