Tashkent, Uzbekistan (UzDaily.uz) — President of Uzbekistan Shavkat Mirziyoyev has reviewed a presentation of proposals aimed at developing the country's transport and logistics system and making more effective use of its transit potential.

The presented initiatives provide for expanding logistics infrastructure, digitalizing the industry, attracting private investment, and improving international transport corridors.

During the presentation, it was noted that Uzbekistan possesses significant prerequisites to become a major land transport hub connecting East and West. International transit corridors spanning 4,000 kilometers pass through the territory of the country, and the length of the railway network stands at 4,700 kilometers.

Modern transport and logistics centers and dry ports are being developed in Tashkent, Navoi, and Namangan, while Navoi airport functions as a major cargo hub on Eurasian air routes.

It was emphasized that the implementation of the China–Kyrgyzstan–Uzbekistan railway and the Trans-Afghan railway projects will significantly strengthen the country's position in the regional and international transport system. According to the presented calculations, the new route will be able to reduce cargo delivery times between the Pacific Ocean and Europe to eight days, as well as provide access to the Indian Ocean and South Asian markets through the Pakistani ports of Karachi and Gwadar.

At the same time, it was noted that the existing potential is not yet being fully utilized. Despite the growth in the volume of transit cargo transportation to 15.3 million tons in 2025, which is 54% more compared to 2021, Uzbekistan's share in the transit trade turnover between China and Europe is only 1–2%.

According to the presented data, most border checkpoints do not yet possess the necessary throughput capacity for the rapid clearance of international cargo. There are 27 logistics centers in the country that meet international requirements, with a total capacity of 27.2 million tons, but only one of them belongs to the highest category.

A shortage of Category A warehouses, modern cold storage and customs warehouses, insufficient containerization, and a low level of digital integration of information systems were also noted.

Among the proposals is the specialization of the city of Khanabad, the city of Angren, and the Yangiyul, Akhangaran, Olot, and Termez districts on the development of transport and logistics activities. To create new logistics centers, it is planned to provide entrepreneurs with 50 hectares of land in each of these districts.

In addition, the annual allocation of preferential credit lines worth US$200 million is envisaged, while the creation of external infrastructure will be financed from budget funds.

Projects for the construction of new customs terminals and parking lots in the Kibray and Termez districts, the creation of an international railway border checkpoint in Khanabad, the expansion of the railway station in the Yangiyul district, and the construction of a Category A logistics center in the Akhangaran district were also reviewed.

Special attention was paid to the digitalization of the industry. It is proposed to introduce modern terminal and warehouse management systems, integrate them with the E-logistika platform, organize online monitoring, automated license plate recognition, and electronic accounting of vehicles. It was also proposed to speed up the clearance of goods at border checkpoints by introducing the "one stop" principle.

To stimulate private investment, it is planned to simplify customs procedures and requirements for mandatory certification when importing modern equipment for logistics centers, warehouse and handling equipment, units, and spare parts.

Following the presentation, Shavkat Mirziyoyev emphasized the strategic importance of the transport and logistics system for expanding the country's export potential, increasing investment attractiveness, and developing the regions.

The responsible agencies were instructed to ensure the effective use of international transport corridors, the expansion of the network of logistics centers, the acceleration of the digital transformation of the industry, and the creation of favorable conditions for the participation of the private sector.
