Uzbekistan to provide loans to organizations using dual education
Tashkent, Uzbekistan (UzDaily.uz) — Organizations in Uzbekistan that have introduced dual education in cooperation with state technical colleges and hired their graduates will be eligible to receive loans under a new procedure approved by the Cabinet of Ministers.
The procedure was established by Resolution No. 449 of the Cabinet of Ministers of the Republic of Uzbekistan dated 20 August 2026, according to the regulation approved by the resolution.
Under the document, organizations are eligible for loans if they have a valid agreement with a technical college to implement dual education. They must create jobs and provide practical training for students as part of the program.
Organizations must also appoint qualified specialists as mentors for students undergoing dual education. Fixed-term employment contracts must be concluded with the students, with salaries paid to them.
Another requirement is that the organization must hire, during the current year, a graduate of the technical college for a vacant position under an employment contract.
To obtain a loan, an organization must submit an application to a commercial bank, along with valid supporting documents, copies of dual education agreements between the technical college and the organization, and between the organization and the student.
The required package also includes the dual education program, a list of students undergoing dual education, a plan for using the loan funds and a certificate confirming the absence of tax debt.
After reviewing the documents, the bank assesses whether the organization meets the established creditworthiness criteria.
If the requirements are met, the commercial bank must notify the organization within three working days, conclude a loan agreement with it and transfer the funds to its bank account.
The new procedure establishes a lending mechanism for organizations that both participate in training specialists through dual education and provide employment to technical college graduates.
