Uzbekistan moves to simplify residence registration rules
Tashkent, Uzbekistan (UzDaily.uz) — Uzbekistan's Legislative Chamber of the Oliy Majlis has passed in its second reading a bill aimed at simplifying the registration of citizens at their places of residence and stay. The bill was drafted by a group of lawmakers as a legislative initiative.
The bill is intended to simplify population registration procedures and ensure citizens' constitutional rights.
One of the proposed changes concerns the registration of spouses, parents and children, grandparents, grandchildren, and siblings in each other's residential premises.
For these cases, the bill proposes removing restrictions linked to the social housing space norm. Insufficient apartment space under the established standard would not prevent close relatives from being registered at the same address.
A separate registration mechanism is proposed for students living in dormitories. The social housing space norm would not apply to their registration. During consideration of the bill, lawmakers said this would eliminate problems arising when students register at higher education institutions.
Another proposed provision concerns owners of housing purchased with a mortgage loan or subsidy. Such citizens may currently face difficulties registering at housing they own, which in turn creates problems when enrolling children in schools and kindergartens, registering with clinics, receiving pensions and accessing other social services.
Under the bill, if a residential property is subject to a restriction or seizure, the owner and their close relatives would not need the consent of authorities authorized to impose or lift the relevant restrictions in order to register at the property.
The provision is intended to allow owners and their family members to register at residential premises they own regardless of whether the property is subject to a restriction or seizure.
Following discussion and debate, the Legislative Chamber adopted the bill in its second reading.
