Uzbek Party Opposes Fines for Unpaid Street Parking
Tashkent, Uzbekistan (UzDaily.uz) — The People's Democratic Party of Uzbekistan (NDPU) has opposed a draft law introducing administrative liability for non-payment of paid on-street parking fees in Tashkent. The party issued its statement after the Tashkent city administration published the proposal for public consultation.
The draft proposes adding a new article to the Code of Administrative Responsibility under which drivers who fail to pay for on-street parking would face a fine of two basic calculation units.
The NDPU said the initiative is inconsistent with current legislation. The party argued that the Tashkent city administration does not have the right of legislative initiative to propose amendments to codes, as that authority is granted only to the entities specified in Article 98 of the Constitution.
The party also said the relationship between a paid parking operator and a user is governed by civil law. In its view, if a user fails to pay for the service, the operator should recover the debt through the courts rather than seek the introduction of administrative liability.
The NDPU further stated that administrative enforcement mechanisms should not be used to secure the revenue of a commercial organization. According to the party, administrative penalties may be imposed by the state only to protect public interests.
The party also questioned data cited by the city administration on drivers' payment discipline. It expressed doubts about claims that only 2% to 3% of users pay for parking, noting that information on revenue generated from paid parking and transfers of those funds to the state budget has not yet been published.
The NDPU called on executive authorities to focus on creating comfortable conditions for the public rather than expanding the use of fines.
The draft law will remain open for public consultation until 28 July. According to the explanatory note, its authors say administrative liability is needed because of poor payment discipline among drivers and the absence of penalties in current legislation for failing to pay for on-street parking.
The Tashkent authorities have previously advanced similar proposals. In October 2025, the city administration proposed introducing fines for non-payment of on-street parking fees. In March 2026, the city authorities again argued that such a measure was necessary, noting that at that time drivers were only being sent payment reminders without administrative penalties.
