Tashkent Proposes Fines for Unpaid On-Street Parking

Tashkent, Uzbekistan (UzDaily.uz) — The Tashkent city administration has proposed introducing administrative liability for failing to pay for paid on-street parking. The draft law has been published for public consultation on the regulation.gov.uz portal.

The proposal would amend the Code on Administrative Responsibility by adding a new Article 128-11, titled "Failure to Pay for the Use of Paid On-Street Parking Spaces."

Under the draft, late payment or failure to pay for the use of paid on-street parking would be punishable by a fine of two basic calculation units. At the current rate, this amounts to 824,000 soums. The fine would increase to 880,000 soums from 1 September.

The proposed provisions would not apply to individuals who are entitled under the law to use such parking spaces free of charge or on preferential terms.

The draft also provides that cases of late payment may be confirmed using data obtained from automated photo and video recording systems, as well as information from relevant data systems.

The public consultation on the draft legislation will remain open until 28 July 2026.
