Senate reviews service quality of housing management companies
Tashkent, Uzbekistan (UzDaily.uz) — The Senate of the Oliy Majlis, during its 17th plenary session, reviewed the outcomes of a parliamentary inquiry sent to the Cabinet of Ministers regarding the quality of services provided by housing management companies and homeowners' associations.
During the discussion, it was noted that substantial efforts have been made to address the issues raised in the inquiry. Notably, since 1 July 2026, the processes of initiating and holding general meetings of property owners, making decisions, concluding contracts with management companies, and submitting reports in Tashkent are carried out exclusively through the "Mening Uyim" (My Home) information system. A similar procedure is planned to be rolled out across all regions of the republic starting from 2027.
It was emphasized that the "Mening Uyim" mobile application and web platform allow property owners to track and pay for communal services, evaluate the performance of management companies, submit requests, and electronically report violations in the territories adjacent to apartment buildings to the authorized agencies.
Senators also drew attention to the ongoing digital transformation of the sector. The implementation measures include digital tracking of mandatory payments, opening separate bank accounts for each apartment building, expanding electronic services for property owners, and establishing an electronic registry of management bodies.
Furthermore, it was reported that an electronic registry of apartment building management bodies has been launched alongside the "Turar Joy" (Housing) national interagency information platform, which ensures the maintenance and real-time updating of data on the technical condition of the housing stock.
During the session, senators put forward proposals for further improvement of the sector, including developing performance evaluation mechanisms for management companies, strengthening the competitive environment, and introducing advanced foreign experience into the apartment building management system.
Following the discussion, the Senate adopted a corresponding resolution aimed at further refining the housing stock management system and improving the quality of services provided.
