Senate Approves Constitutional Law on Presidential Administration

Tashkent, Uzbekistan (UzDaily.uz) — Uzbekistan's Senate approved the Constitutional Law "On the Administration of the President of the Republic of Uzbekistan" at its 18th plenary session. The law defines the legal status, main functions, structure and operating procedures of the Presidential Administration. The Senate of the Oliy Majlis of Uzbekistan reported the decision.

During the discussion, senators noted that the revised Constitution had established an effective system of state power and governance based on national and universal values, as well as the historical experience of Uzbek statehood. They said separate chapters of the Constitution define the foundations of the activities of the Oliy Majlis, the President, the Cabinet of Ministers and local government authorities.

The senators recalled that Chapter XIX of the Constitution is dedicated to the President of the Republic of Uzbekistan, who serves as head of state and ensures the coordinated functioning and interaction of state authorities. The Constitution also provides that the President forms the Presidential Administration and appoints its head to provide organizational, legal and analytical support for the exercise of presidential powers, while its legal status is to be determined by law.

Based on the Constitution, the Constitutional Law establishes the status of the Presidential Administration, the main principles governing its activities, its structure, operating procedures, mechanisms for cooperation with state bodies and organizations, and guarantees for the activities of its leadership, officials and employees.

The document also sets out the legal framework for cooperation between the Presidential Administration and state bodies and organizations.

During the drafting process, the authors studied and analyzed the experience of a number of foreign countries, including the United States, Finland, the Czech Republic, Slovakia, Romania, Latvia, Kazakhstan and others.

According to the senators, adoption of the Constitutional Law will help improve the legal mechanisms supporting the President's activities in the organizational, legal and analytical spheres, strengthen cooperation among state institutions and enhance the effectiveness of public administration.

Following the discussion, the Senate approved the Constitutional Law.
