Mirziyoyev orders implementation of unified digital e-government platform
Tashkent, Uzbekistan (UzDaily.uz) — The President of Uzbekistan, Shavkat Mirziyoyev, has reviewed a presentation of proposals aimed at introducing a unified integrated digital platform for public administration, developing the startup ecosystem, and improving the business environment in the telecommunications sector. The head of state instructed to deploy the new management system in Tashkent within the current year and expand it to all regions of the country starting from 2027.
It was noted that Uzbekistan has significantly expanded its list of digital government services in recent years, implementing modern information systems across state agencies and improving convenience for citizens and businesses. Consequently, the republic advanced 24 positions in the UN E-Government Development Index, with a target set to enter the top 30 global leaders by 2030.
In 2026, the number of digital government services is expected to reach 860, serving approximately 15.5 million users. For comparison, 525 services were available in 2024, utilized by around 4 million people.
However, officials noted that information systems and databases of various government bodies continue to operate in isolation, which complicates data analysis and administrative decision-making.
To address this, it was proposed to phasedly introduce a unified integrated digital platform for public administration. The platform will consolidate data on regional economies, investments, environmental conditions, security issues, citizens' appeals, and mahalla-level well-being, alongside geospatial information and mapping materials. The integration of artificial intelligence technologies will enable the system to analyze incoming data, identify problems proactively, monitor the execution of decisions, allocate resources more efficiently, and raise the overall quality of governance.
During the presentation, a project to create a unified national classification system for goods and services was also reviewed. Currently, different state departments use their own classifiers, which increases the administrative burden on businesses, reduces statistical accuracy, and hinders interagency data exchange. The new system is designed to eliminate these bottlenecks.
Another initiative involves creating a national navigation system. According to the developers, it will allow geodata to be formed under uniform standards, boosting the efficiency of transport, logistics, emergency services, urban planning, and public utilities.
Particular attention was paid to the development of the IT sector. By 2030, Uzbekistan plans to increase IT service exports to US$5 billion, establish 5,000 active startups, and attract US$2 billion in investments.
It was highlighted that Uzbekistan climbed 31 positions in the international StartupBlink rating, earning recognition as the fastest-growing startup ecosystem in the world. Tashkent ranked first among cities in Central Asia, while Samarkand and Fergana entered the top 1,000 leading startup cities globally for the first time.
To further develop the industry, the launch of a "Talent Hub" program was proposed, which will allow foreign specialists and investors to remotely register companies, open bank accounts, and obtain international bank cards. It was also suggested to extend tax incentives for employees of IT Park resident companies until 2040 and expand the "IT Visa" and "Zero Risk" programs.
Furthermore, exporters of IT services will receive support through partial reimbursement of labor costs, funding for the relocation of foreign clients and specialists, and compensation for international certification expenses. More than 20 startup acceleration programs are slated to be organized in Bukhara and Fergana.
The meeting also addressed the development of telecommunications infrastructure. In recent years, telecom coverage across settlements increased from 41% to 98%, while internet network bandwidth expanded 65-fold.
To optimize business conditions, it was proposed to merge two types of licenses for designing and constructing telecom networks, reducing the issuance period from 25 to 10 working days. In addition, new multi-apartment residential buildings will be designed with mandatory infrastructure for high-speed internet access.
To support entrepreneurship in the telecom sector, young entrepreneurs will be eligible for concessional loans of up to 530 million soums for a seven-year term with a two-year grace period at a 15% interest rate under the "Kelajak Tadbirkori" (Entrepreneur of the Future) program. Special discounted tariff plans will be developed for operators working in remote and hard-to-reach areas.
Following the presentation, the President approved the submitted proposals and instructed officials to ensure the integration of state information systems, upgrade the quality of digital services, strengthen cybersecurity and personal data protection, and build more favorable conditions for private sector growth in digital technologies.
