Humans Founder Declared Wanted by Interpol

Tashkent, Uzbekistan (UzDaily.com) — Founder and chief executive of the company Humans, Vladimir Dobrynin, has been placed on an international wanted list by the authorities of Uzbekistan. The information has been published on the Interpol website.

According to the published data, the 52-year-old entrepreneur is charged with organizing and conducting gambling and other high-risk games, as well as laundering proceeds obtained through illegal means.

The situation surrounding the company has developed amid a series of judicial and corporate disputes.

In May 2025, Singapore-based Humans Mobile Ltd, the founding entity of Humans in Uzbekistan, initiated arbitration proceedings against the government of Uzbekistan at the International Centre for Settlement of Investment Disputes. The claim alleged systematic damage to the business and violations of the investment protection agreement between Uzbekistan and Singapore.

At the same time, the company was involved in domestic court proceedings. In October 2025, the Tashkent Interdistrict Economic Court declared Humans bankrupt following a claim filed by Octobank. The total debt was estimated at around 430 billion soums.

Separately, Uzbektelecom filed a lawsuit seeking to recover more than 532 billion soums for provided infrastructure services. The company, in turn, challenged these claims, filing a complaint with the Competition Committee over alleged monopolistically high tariffs.

In early December 2025, social media users reported unauthorized debits from bank cards linked to the Humans application. Following this, the Central Bank ordered the Paylov (Octagram) service to temporarily suspend P2P transfers to ensure security and prevent potential losses.

The company stated at the time that the incident was caused by a vulnerability on the partner side, Paylov.
