Tashkent, Uzbekistan (UzDaily.uz) — A panel session titled “eGov 3.0”, focusing on the next generation of Kazakhstan’s digital government services, will be held on 2 October in Astana as part of the AI & Digital Bridge 2026 forum.
Participants will discuss how artificial intelligence and data can make interactions between citizens, businesses and the government simpler and faster, the AI & Digital Bridge 2026 press service said.
According to the organizers, most government services in Kazakhstan are already available online. The next stage of digitalization therefore involves not simply moving additional services online, but reducing the number of steps users have to take themselves.
The eGov 3.0 concept envisages digital services becoming more interconnected, proactive and user-friendly, with technology operating in the background.
The organizers identify the amount of time and effort that digital government services save for people and businesses as the main measure of their effectiveness.
First Deputy Minister of Artificial Intelligence and Digital Development of Kazakhstan Rostislav Konyashkin will discuss the practical implementation of the next generation of digital government. Before joining the ministry, he headed National Information Technologies JSC.
International experience will be presented by Richard Kirby, an expert in digital government and digital transformation. As a UN Senior Interregional Adviser, he has carried out more than 120 advisory missions in 34 countries and in recent years has also worked with Kazakhstan, Qatar, Bahrain and Serbia.
The technological development of Kazakhstan’s e-government will be discussed by Shyngys Orazalimov, Acting Chairman of the Management Board of National Information Technologies JSC, which directly develops the eGov infrastructure.
Georgia’s experience will be presented by Sandro Tsirekidze, Chairman of the country’s Digital Governance Agency, who took over the agency in June 2026.
Georgia is developing the unified my.gov.ge portal. One of its recent innovations is the Smart Contract service, which allows a number of transactions, including real estate deals, to be completed entirely remotely. The country is also working on digital identity, a virtual assistant and the use of AI in government services.
The regional perspective will be presented by Dauren Rakhimzhanov, Managing Director of the Digital Initiatives Directorate at the Eurasian Development Bank. The EDB participates in digital transformation projects across the region, including the development of GovStack together with the International Telecommunication Union and National Information Technologies JSC, as well as projects involving artificial intelligence and cross-border digital platforms.
Rakhimzhanov will discuss which areas of digitalization have the greatest potential for scaling at the regional level. The discussion will be moderated by Ersultan Ermanov, CEO and co-founder of Kazakhstan-based TrustExam.ai.
For users, eGov 3.0 should mean fewer applications, documents, transfers between services and repeated actions.
If the government already has the required data, users will not have to enter it again. If a life event can be identified in advance, a service could be offered proactively. According to the organizers’ concept, artificial intelligence will also help users find the services they need more quickly.
AI & Digital Bridge 2026 will take place from 1–3 October at the EXPO International Exhibition Centre in Astana as part of Kazakhstan’s Year of Digitalization and Artificial Intelligence. The forum will serve as the central international event of AI MONTH.
The organizers are Astana Hub International Innovation Cluster, the Ministry of Artificial Intelligence and Digital Development and the Akimat of Astana.
A high-level programme for government officials, international delegations and technology industry leaders will be held on 1 October. Participation in this programme is by invitation only. On 2–3 October, the forum will be open to ticket holders.
The forum’s headline speakers will include Network School founder Balaji Srinivasan, Higgsfield AI co-founder and CTO Erzhan Dulat, and Crimson Education co-founder and CEO Jamie Beaton.
The costs of organizing the forum are covered by sponsorship funding.
