Uzbekistan, UN OCT sign cooperation plan through 2027
Tashkent, Uzbekistan (UzDaily.uz) — Uzbekistan and the United Nations Office of Counter-Terrorism (UN OCT) have signed a roadmap for cooperation covering the years 2026–2027.
The document was signed in New York on the sidelines of the UN Counter-Terrorism Week during a meeting between an Uzbek delegation, led by the First Deputy Chairman of the State Security Service Batyr Tursunov, and the UN Under-Secretary-General and Acting Head of the UN OCT, Alexander Zuev.
The parties highly praised the development of bilateral cooperation and the results of joint programs, which cover professional training for law enforcement officers, countering the use of new technologies by terrorists, and preventing the financing of terrorism.
Special attention during the talks was paid to the initiative to establish the International Competence Center for the Rehabilitation and Reintegration of Persons Returned from Conflict Zones. This initiative was put forward by the President of Uzbekistan, Shavkat Mirziyoyev, at the 80th session of the UN General Assembly in September 2025.
It was noted that the center, based on the experience of Central Asian countries, could become an international platform for developing modern approaches to the rehabilitation and reintegration of repatriates. It is envisaged that its activities will focus on training specialized experts, developing educational and vocational programs for returnees, and preventing extremism.
The signed roadmap marks a new stage in the strategic partnership between Uzbekistan and the UN Office of Counter-Terrorism, providing for the expansion of expert and technical support to the country in the field of countering terrorism.
During the visit, the Uzbek delegation also held a meeting with the Executive Director of the UN Counter-Terrorism Committee Executive Directorate (CTED), Natalia Gherman. The sides discussed the prospects of the Institute for Strategic and Regional Studies under the President of Uzbekistan joining the UN CTED Global Research Network, which would expand access to research from leading international think tanks in the field of combating terrorism.
Following the negotiations, the participants confirmed their interest in further strengthening cooperation on countering terrorist threats.
