Uzbekistan Health Insurance Budget Transfers to Rise 29-Fold

Tashkent, Uzbekistan (UzDaily.uz) — Budget transfers from the state budget of Uzbekistan to the State Health Insurance Fund are projected to reach 38.1 trillion soums in 2027, up from 1.3 trillion soums in 2022, according to the Fiscal Strategy for 2027–2029.

The fund's share of total budget transfers to state target funds will grow from 4.7% to 45.1% over this period.

The document attributes this significant increase to the expansion of state health insurance mechanisms across all regions of the republic and the broadening of medical services provided under state-guaranteed healthcare.

The growth in health insurance funding comes amid a general increase in healthcare spending: under the state budget's functional classification, healthcare expenditure will grow from an expected 50.7 trillion soums in 2026 to 59.1 trillion soums in 2027 and 77.5 trillion soums by 2029.

Overall transfers to state target funds in 2027 will amount to 3.4% of GDP, before declining to 3.1% of GDP by 2029.

The social sphere will remain the largest area of budget expenditure, accounting for 54% of all state budget spending in 2027–2029.
