Uzbekistan Expands Digital Notary Services Nationwide

Tashkent, Uzbekistan (UzDaily.uz) — Uzbekistan is continuing the reform of its notary system by expanding digital services and transitioning to electronic interaction between notaries and government agencies, according to a report presented by Minister of Justice Akbar Toshkulov to the Legislative Chamber of the Oliy Majlis.

Private notary offices have been permitted to operate in the country since 1 January 2020. Currently, more than 1,156 active notaries provide over 70 types of notary services to the public, while four state notary offices continue servicing remote and hard-to-reach areas.

A primary direction of the reform remains the digitalization of notary activities via the E-notarius.uz portal, which allows citizens to locate near-by notaries, schedule electronic queue slots, verify powers of attorney, submit electronic applications, and check for property encumbrances. For managing inheritance cases, the "SHAJHARA" electronic program is utilized to identify legal heirs. Additionally, territorial restrictions have been lifted for several notary procedures.

The automated information system "Notary" has been integrated with 40 information systems across 22 ministries and departments. As a result, the volume of documents and information that citizens are required to submit independently has been reduced by 95 percent, as notaries receive the required data directly through interdepartmental electronic channels. Technical upgrades to the system also facilitate the creation of an electronic archive, eliminating the need to print and bind more than 15 million documents into physical case files annually.

Currently, 20 types of notary actions are available online. Starting in July 2026, the additional fee equivalent to 30 percent of the base calculating value previously levied for online notary services was abolished, aligning fees for online and offline services. In the first month following the fee elimination, citizens saved over 9.4 billion soums.

The draft of the new version of the Law "On Notaries" proposes introducing legal mechanisms to prevent disputes over joint marital property, including formalizing "Joint Wills of Spouses" and "Inheritance Contracts." Following discussions, deputies noted the report and recommended further expanding the range of remote notary services and finalizing the new law.
