Tashkent, Uzbekistan (UzDaily.uz) — New rules governing the maintenance and operation of multi-apartment residential buildings in Uzbekistan will take effect on 16 November 2026, establishing a ban on the unauthorized installation of split-system air conditioning units and heating systems in common stairwells, according to official ministry documents.

The updated regulations were approved on 14 August 2026 through an order signed by Minister of Construction and Housing and Communal Services Sherzod Khidoyatov. The revised framework establishes updated operational requirements for building facades, entrances, and elevators, while clarifying the legal rights and obligations of property owners and tenants.

Under the decree, legal rights and duties associated with multi-apartment building operations apply directly to property owners rather than tenants. However, property owners remain legally responsible for ensuring that individuals renting their premises adhere to all established building regulations.

Property owners retain the right to utilize designated common areas and adjoining building territory, request operational reports and information from building management organizations, and submit formal proposals regarding property maintenance.

For building management organizations, the decree establishes a mandatory one-month deadline to repair external facade damages. Management companies must resolve identified defects in wall cladding, plaster, and painted surfaces, as well as eliminate moisture stains and surface contamination, within 30 days.

In cases involving main heating networks running transit through apartment basements, management companies are required to notify the municipal heating supplier immediately and guarantee specialist access to basement facilities for repairs.

The rules also introduce technical safety requirements for elevators. Management companies must maintain operational emergency rescue devices, surveillance cameras, communication systems, and emergency notification equipment. All elevator cabs must display operational notices indicating the elevator model, maximum load capacity, passenger limits, registration number in the "Safe Elevator" system, technical inspection records, and dispatch emergency contact numbers. Elevator technical maintenance must occur monthly, accompanied by a comprehensive technical inspection at least once per year. Management organizations must also maintain unobstructed access and proper lighting in elevator shafts and machine rooms.

The administrative rules take effect three months following official publication on 16 November 2026.
