Uzbekistan Approves Nationwide QR Payment Rules
Tashkent, Uzbekistan (UzDaily.com) — Uzbekistan has approved new regulations governing a unified QR code payment system, following the registration of a ведомственный нормативный акт by the Ministry of Justice of Uzbekistan.
The document, registered under number 3817 and dated 15 April 2026, was adopted in implementation of a presidential decree issued on 10 December 2025.
Under the decree, a single QR code system is being gradually introduced nationwide for all legal entities operating in the trade and services sectors. The newly approved rules define the procedures for such transactions and outline the responsibilities of system participants.
The unified QR code enables users to make payments through mobile applications of any banks or payment organizations, ensuring universal access to cashless transactions.
According to the regulation, QR codes are classified into static and dynamic types. The system предусматривает integration of all payment platforms through a single infrastructure, with the system operator responsible for automated transaction data processing and real-time information exchange among participants.
The framework also includes the establishment of a user support service and mechanisms for tracking the status of inquiries. Users will be able to confirm payments via mobile applications, receive transaction notifications, and access their payment history.
The introduction of the unified QR payment system is aimed at simplifying transactions, increasing transparency, and advancing the development of Uzbekistan’s digital financial infrastructure.
