Tashkent, Uzbekistan (UzDaily.uz) — A senatorial inquiry has been sent to Uzbekistan’s Prime Minister Abdulla Aripov regarding the practical implementation of mechanisms to protect children from violence.
Senator Malika Kadirhanova requested information on the functioning of a special registry of people who have committed certain crimes and controls to prevent such individuals from working with minors, the press service of the Senate of the Oliy Majlis said.
The upper house of parliament noted that legislation provides mechanisms to protect children’s rights from various forms of oppression and violence, as well as restrictions on employment involving minors for certain categories of people convicted of violent crimes.
In particular, a law dated 11 April 2023, “On Amendments and Additions to Certain Legislative Acts of the Republic of Uzbekistan in Connection with Further Improvement of the System for Reliable Protection of the Rights, Freedoms and Legitimate Interests of Women and Children,” introduced a ban on certain categories of people working in educational, childcare, children’s health and recreation, sports and creative organizations, as well as engaging in activities involving direct work with children.
The same document established procedures for creating and maintaining the relevant registry.
In addition, a “Roadmap” approved by Presidential Decree No. UP–33 of 3 March 2026 provides for improvements to the special registry of people who have committed crimes against health, sexual freedom, family, youth and morality. The document also sets tasks for monitoring the registry and providing organizations working with minors with access to the information it contains.
The Senate noted that questions remain over the practical implementation of these requirements, including the use of registry data and the application of control mechanisms by organizations working with children.
In this connection, the senator requested information from the prime minister on the status of the special registry and the extent to which it is being used in practice. In particular, she asked for information on the number and results of requests submitted by government bodies and organizations working with minors to obtain information from the registry.
Information was also requested on circumstances related to the employment of people included in the special registry.
In addition, the senator asked for substantiated explanations of measures being taken to address identified systemic problems and further strengthen mechanisms for protecting children from violence.
