Uzbek Cybercrime Bill Advances to Senate

Tashkent, Uzbekistan (UzDaily.uz) — The Legislative Chamber of Uzbekistan's Oliy Majlis has approved in its second reading a draft law aimed at strengthening measures to combat offences committed using information technologies. Following its approval by lawmakers, the bill has been sent to the Senate for consideration.

Under the draft law, the Ministry of Internal Affairs is designated as the authorised state body responsible for combating cybercrime.

The ministry will be tasked with coordinating state policy in this area, organising preventive measures, detecting offences and ensuring cooperation among authorised government agencies.

The bill also expands the responsibilities of banks, payment organisations, payment system operators and internet service providers.

They will be required to identify suspicious transactions in a timely manner, promptly notify authorised bodies of cyber threats, preserve digital evidence and take measures to ensure information security.

The draft law also introduces additional support measures for victims of cybercrime. These include rehabilitation, legal and psychological assistance, medical care where necessary, the restoration of violated rights, and efforts to improve digital and financial literacy.

In addition, the bill establishes legal mechanisms for the early detection of fraudulent schemes linked to financial pyramids, preventing their spread, promptly informing the public about cyber threats, and promoting a culture of cybersecurity and cyber hygiene.

The draft law was revised ahead of its second reading to reflect proposals submitted by members of parliament.

Its provisions were aligned with existing legislation, key terms were clarified, rules that could have created legal uncertainty were revised, and the powers, procedures for cooperation and responsibilities of state bodies were further specified.

According to lawmakers, the adoption of the law will help establish a modern legal framework for combating cybercrime, strengthen the protection of the rights and legitimate interests of citizens, society and the state in the digital environment, and provide a solid legal basis for the safe use of digital services.
