Tashkent, Uzbekistan (UzDaily.uz) — The State Assets Management Agency has announced the start of public bidding for an aircraft fueling complex at Tashkent airport. The agency reported this.
The facility is located in Tashkent’s Sergeli district along Kumaryk Street. The total site area is 11 hectares, while the buildings and structures cover 6,076 square meters.
Ernst & Young (EY) is acting as the privatization adviser. The bidding is open to local and international participants and will be conducted in two stages.
At the first stage, applicants must submit Expressions of Interest (EoI). The application must include brief information about the applicant, including registration details and business activities, information about shareholders or participants holding 5% or more of the charter capital, as well as ultimate beneficiaries.
Applicants must also provide financial statements for the previous three years. Documents may be submitted in Russian, Uzbek or English.

The deadline for submitting EoIs is 23 October at 23:59 Tashkent time.
All applications received will be assessed for compliance with the established criteria. In particular, the financial capacity of applicants and compliance with legislation on preventing the legalization of proceeds from crime will be evaluated. Participants must also not be subject to sanctions imposed by the United States, the European Union or major international financial institutions.
Applicants that pass the first stage will receive a Process Letter with further instructions. They will then sign a non-disclosure agreement (NDA), which will provide access to a virtual data room and the consultant’s reports based on the comprehensive due diligence of the facility.
Before submitting a binding offer, applicants must make a security deposit through E-auksion of at least 1% of the proposed amount.
Participants must also sign a Term Sheet setting out the requirements for the privatization and subsequent operation of the asset, taking into account its specific characteristics.
