Senate Approves Law on Market Surveillance
Tashkent, Uzbekistan (UzDaily.uz) — Uzbekistan's Senate approved the Law "On Market Surveillance" at its 18th plenary session. The legislation is aimed at establishing a unified legal framework for overseeing the safety of non-food products circulating on the domestic market. The Senate of the Oliy Majlis of Uzbekistan reported the decision.
During the discussion, senators noted that Uzbekistan has in recent years consistently implemented reforms to protect consumers' rights and legitimate interests, ensure product safety and create a fair competitive environment for businesses.
They also noted that, until now, there had been no separate law comprehensively regulating the identification of unsafe non-food products, their withdrawal from the market and cooperation among authorized state bodies.
The law introduces a unified legal mechanism for market surveillance. It defines the key principles governing the system, the rights and obligations of authorized state bodies and economic operators, procedures for conducting inspections, and the legal grounds for applying enforcement measures.
The legislation also introduces risk-based market surveillance mechanisms, including test purchases, laboratory testing of products, the withdrawal and recall of unsafe products from the market, and the prompt notification of consumers.
Particular attention is given to protecting the rights of economic operators. The law grants them the right to participate in market surveillance activities, review inspection materials, make audio and video recordings, and appeal decisions of the authorized authorities in accordance with established procedures.
According to the senators, the law will help ensure that only products meeting established safety requirements are available on the domestic market, improve the protection of consumer rights, increase the transparency of state oversight, and strengthen fair competition through the development of a modern market surveillance system.
Following the discussion, the Senate approved the Law "On Market Surveillance."
