Uzbekistan founds Ministry of Construction

The Ministry of Construction was established in Uzbekistan on the basis of the State Committee of Uzbekistan for Architecture and Construction.
President of Uzbekistan Shavkat Mirziyoyev signed a decree "On measures to radically improve the system of public administration in the construction sector."
The Ministry is an authorized body of state administration implementing a unified state policy in the field of architecture and construction in the Republic of Uzbekistan.
The ministry also coordinates the activity of JSC "Uzstroymaterialy" in development of program measures for the in-depth processing of local raw materials, increase the volume and expand the range of production of competitive, export-oriented construction products, as well as meet domestic demand for new types of quality building materials.
The Ministry is financed from the state budget of the Republic of Uzbekistan and other sources, not prohibited by law.
The Ministry of Construction will conduct a unified scientific and technical policy in the field of urban planning and engineering and technical surveys for construction, introduction of energy efficient and energy-efficient innovative projects and solutions in construction activities that will increase labor productivity, reduce the cost of construction and installation works, and rational use of resources.
The new body will develop and approve general resettlement schemes on the territory of the republic, schemes for planning the territories of Karakalpakstan, regions, the city of Tashkent, districts, cities, general plans for settlements and other town-planning documentation, monitoring their implementation.
The Ministry will prepare proposals on the main areas of state policy in the field of urban development, develop long-term and medium-term state programs for the development of architectural and construction activities, etc.
In accordance with the document, the Foundation for Support of the Ministry’s Activities is established on the basis of the Development and Material Incentives Fund and the Fund for Support of Educational Institutions under the State Committee of the Republic of Uzbekistan for Architecture and Construction.
The State Inspectorate for Architectural and Construction Supervision under the State Committee of the Republic of Uzbekistan for Architecture and Construction has been transformed into the Inspectorate for Construction Supervision under the Ministry.
The Republican Center for Standardization and Certification in Construction has been transformed into the Republican Center for Standardization in Construction.
The head of Uzbekistan abolished the Republican commission for monitoring the implementation of reforms and licensing of construction activities, transferring its functions for licensing related activities in construction to the Ministry.
The Center for Information Support for Urban Development at the State Committee of the Republic of Uzbekistan on Architecture and Construction has also been closed.
The Center for Economic Reform and Pricing in Capital Construction under the State Committee of the Republic of Uzbekistan for Architecture and Construction has also been abolished.
The decree abolished the requirement to maintain the Register of Construction and Installation Organizations. All business entities were granted the right to participate in competitive tenders for the procurement of goods (works, services) in the framework of construction of facilities financed through the Fund for Financing State Programs for Development of Uzbekistan under the Cabinet of Minister.
