Uzbekistan to Launch Online Housing Registration Consent Service

Tashkent, Uzbekistan (UzDaily.uz) — Uzbekistan's Ministry of Internal Affairs plans to launch the E-Rozilik online platform on 1 August, enabling property owners to provide remote consent for the registration of other individuals at their residences.

A draft regulation has been published for public discussion.

The new platform will be used in the provision of migration and personalisation services that require the consent of third parties. Remote user identification will be carried out using the Face-ID and MyID systems.

Electronic consent issued through E-Rozilik will have the same legal force in Uzbekistan as a paper document.

To obtain consent, users will be required to register on the platform, complete a standard application form and provide details of the person granting consent, the recipient, the type of permission and its validity period.

Applications will be confirmed using biometric data.

After the platform completes an automated verification, notification of the granted consent will be sent to the recipient via SMS or the Passport-Visa mobile application.

The fee for obtaining electronic consent through the application will be 50% of the base calculation value, or 206,000 soums. From 1 September, the fee will increase to 220,000 soums.

For applications submitted in person at migration offices, the fee will be 30% of the base calculation value, or 123,600 soums, rising to 132,000 soums from 1 September.

The platform will include a register of electronic consents, including property owners' permissions for residence or temporary registration, consents for the registration of foreign nationals at temporary accommodation addresses, and other documents related to migration and passport services.

The register will also include banks' consent for registration at properties subject to restrictions, authorisations to submit and collect documents from migration authorities on behalf of citizens and foreign nationals, parental and guardian consent for issuing documents to minors, and other types of consent предусмотренные legislation.

A person granting consent will be able to amend an application if biographical information changes, an identity document is replaced, a legal entity's details change or the validity period of the consent is extended.

The platform will also allow consent to be withdrawn before the relevant public service is provided. Recipients of consent will be able to decline it, although paid fees will not be refunded.

In addition, consents issued through the Vakolat.uz platform will be automatically transferred to the E-Rozilik register. The Ministry of Justice will be granted access to the platform through the Passport-Visa system within two months after the relevant regulation is adopted.
