Uzbekistan Mandates Audio-Enabled Cameras in Private Schools
Tashkent, Uzbekistan (UzDaily.uz) — Starting 1 July 2026, all non-governmental schools, kindergartens, and training centers in Uzbekistan are required to use video surveillance systems inside and outside their buildings. The corresponding requirements were introduced by a resolution of the Cabinet of Ministers dated 21 May 2026, which amended the Unified Regulation on the Procedure for Licensing Certain Types of Activities.
Under the new licensing requirements, the surveillance cameras must provide round-the-clock recording, real-time video transmission, and audio recording.
The video recordings must be stored for at least six months.
Monitoring compliance with the new requirements is entrusted to the Ministry of Preschool and School Education. They apply to both currently operating non-governmental educational institutions and organizations applying for a license.
In case of non-compliance with the established requirements, a license may be revoked in accordance with the Law on Licensing, Permissible and Notification Procedures.
The government expects that the new measures will contribute to increasing the level of safety, strengthening control over the educational process, and ensuring compliance with licensing requirements in the private education sector.
At the same time, video surveillance systems have been implemented in state educational institutions for several years. In particular, by a resolution of the Hokim of Tashkent dated 29 August 2025, cameras were installed in the classrooms of grades 10 to 11 in all schools in the capital. As noted previously, this was done to monitor student attendance and the quality of the educational process.
