Tashkent, Uzbekistan (UzDaily.uz) — Uzbekistan has adopted new measures to further develop the fuel and energy sector. A presidential decree dated 22 September 2026, No. UP–202, provides for changes to energy market regulation and tariff-setting procedures, Uzbekistan’s Ministry of Energy said.
Under the decree, the Ministry of Energy will stop issuing individual permits to fuel and energy companies and consumers for contractual, service and other business relations.
The Agency for the Development and Regulation of the Energy Market will receive additional functions to establish and regulate market mechanisms for the supply of not only electricity but also natural and liquefied gas.
At the same time, the Inspectorate for Control over the Use of Electricity, Petroleum Products and Gas will operate under a preventive approach. Its responsibilities will include preventing violations, conducting preventive inspections and identifying potential risks at an early stage.
Fuel and energy companies will conduct economic and commercial activities according to their areas of specialization. These activities will include extraction, production, processing, transportation, storage, transmission, distribution, supply and sale of fuel and energy resources.
From 1 July 2027, a unified digital platform for the Interagency Tariff Commission in the Fuel and Energy Sector under the Cabinet of Ministers is planned to be launched. Its implementation is intended to improve the transparency, efficiency and effectiveness of the commission’s work.
Through the digital platform, regulated companies will be able to submit tariff applications electronically, along with financial, technical and other information required for tariff calculations.
Tariffs will be calculated automatically in accordance with the tariff-setting procedure approved by the Cabinet of Ministers.
