Uzbekistan Tightens Controls on Construction Waste Dumping

Tashkent, Uzbekistan (UzDaily.com) — Uzbekistan has launched systematic efforts to identify and prevent the accumulation and illegal dumping of construction waste. The measures are being implemented as part of environmental sustainability efforts and compliance with constitutional norms requiring citizens to protect the environment.

Amid active construction growth across all regions of the country, an increase in cases of unauthorized waste disposal has been recorded.

In particular, in the Charvak tourist zone, construction volumes have increased tenfold since 2020, leading to a rise in environmental violations.

Legislation provides strict liability for such offenses. Under the Code of Administrative Responsibility of the Republic of Uzbekistan, fines are imposed on citizens and officials for dumping waste in unauthorized locations, with harsher penalties applied for repeat violations.

To strengthen control, a special working group has been established involving the General Prosecutor’s Office, the Ministry of Internal Affairs, the Ministry of Emergency Situations, the National Guard, and other relevant agencies. Since April 10, raid operations have been launched, primarily in the Bostanlyk district of Tashkent region.

As a result of inspections conducted from 11 to 13 April, 102 violations were identified and administrative protocols were issued. In addition, 19 violations related to atmospheric air protection were recorded. Using specialized equipment, two illegal landfills were eliminated, and 401 tons of waste were transported to official disposal sites.

It was also noted that two previously existing landfills in the region had been rehabilitated, while waste is currently being transported to a designated facility in the Parkent district.

As part of preventive measures, the National Committee for Ecology and Climate Change has installed surveillance cameras at 10 locations, with plans to install 40 more in the near future.

Additionally, across the country, 11 more cases of illegal construction waste dumping have been identified, with administrative action taken.

Citizens are encouraged to report such violations via hotline services of relevant agencies and through the Telegram bot @ecogovuz_bot, submitting text, photo, and video evidence.
