Uzbekistan Studies German State Real Estate Expertise
Tashkent, Uzbekistan (UzDaily.uz) — Uzbekistan's State Assets Management Agency hosted an online seminar on 27 August 2026 with representatives from Germany to study modern approaches to public real estate management, according to the State Assets Management Agency.
The event featured participants from Germany's Institute for Federal Real Estate (BImA), the German Federal Ministry of Finance, the German Society for International Cooperation (GIZ), and Indecon Consulting.
The discussions focused on Germany's experience with centralized public real estate management and practical mechanisms to increase the efficiency of state-owned properties.
Sokhibjon Murodov, Director of the State Assets Management Agency, noted that Germany's long-standing experience is valuable for refining Uzbekistan's property management system. He specifically highlighted BImA's institutional model along with its evaluation, sales, and leasing mechanisms for public assets.
BImA representatives Jörg Musial and Robert Erfen outlined Germany's operational framework for managing federal real estate, optimizing property usage, and handling technical maintenance. Participants also reviewed procedures for transferring properties into centralized management and maintaining digital registries of state assets.
Special emphasis was placed on bringing unused or underutilized state-owned properties back into economic circulation.
Christina Klaas, head of division at the German Federal Ministry of Finance, acknowledged Uzbekistan's ongoing reforms in state asset management and privatization, stating that the country is consistently adopting modern management mechanisms and expanding the private sector's role.
During the seminar, both sides agreed on a three-stage knowledge-sharing roadmap for public real estate management.
The first stage involves online training workshops for agency specialists. In the second stage, German experts will visit Uzbekistan to identify key priority areas for cooperation. The third stage provides for a study visit by an agency delegation to Germany to examine BImA's operations and public property management mechanisms on-site.
Following the seminar, participants discussed future prospects for continued expertise exchange and the integration of modern management practices into Uzbekistan's state asset framework.
