Uzbekistan Signs PPP Deal for New Tashkent Airport

Tashkent, Uzbekistan (UzDaily.com) — Uzbekistan Airports and an international consortium have signed a public-private partnership agreement on the construction and operation of a new international airport in Tashkent. The signing ceremony took place on 17 June during the Tashkent International Investment Forum (TIIF-2026).

The consortium includes Saudi Arabia’s Vision Invest, Japan’s Sojitz Corporation and South Korea’s Incheon International Airport Corporation. The ownership structure is distributed as follows: Vision Invest — 45%, Sojitz Corporation — 30%, Incheon International Airport Corporation — 15%, Uzbekistan Airports — 10%.

The new airport complex will be located in Tashkent region in the Urtachirchik and Kuyichirchik districts, covering an area of 1,310 hectares. Construction is planned for the period from 2026 to 2030. After commissioning, the facility will be operated by private partners for 35 years, until approximately 2065.

The first phase includes the construction of two runways, each 4 kilometers long, a passenger terminal of 208,000 square meters, 98 aircraft parking stands, a fuel complex and an air traffic control tower.

Under the agreement, private partners will manage the passenger terminal and the forecourt area and will be responsible for its further expansion. The state retains responsibility for the construction and operation of the airfield complex.

At full capacity, the new airport will be able to handle up to 20 million passengers and 129,000 tons of cargo per year, perform up to 30 takeoffs and landings per hour, and accommodate 62 aircraft simultaneously. In the long term, the passenger terminal, which will be four times larger than the existing complex, will be able to serve up to 46 million passengers annually. More than 40 jet bridges and 160 aircraft stands are planned.

The new airport will be connected to major transport routes, including the Tashkent–Samarkand, Tashkent–Andijan and Tashkent–Bostonliq toll highways. A railway station for high-speed trains will be built within the complex, and shuttle services will operate between Tashkent and the new airport site.

Uzbekistan Airports CEO Jakhongir Umarhodjaev said the project is being implemented on the initiative of the President of Uzbekistan with support from the government, the Ministry of Economy and Finance, and the Ministry of Transport. He said cooperation with leading global companies will allow Uzbekistan to gain advanced experience in the design, construction and management of large airport complexes using modern technologies.

Preparatory work for the project is already underway. Relocation of utility networks is expected to begin by the end of June.

Earlier, in October 2025, President Shavkat Mirziyoyev officially launched the project by laying the foundation stone for the future airport.
