Tashkent, Uzbekistan (UzDaily.uz) — Uzbekistan will provide universities, research organisations, startups and local officials responsible for digital technology and artificial intelligence with free or discounted access to government AI infrastructure for socially significant projects, the Ministry of Digital Technologies said.

The rules were approved by Cabinet of Ministers Resolution No. 581 dated 20 October 2026.

Projects using large language models will be eligible for free access through an application programming interface (API) for up to six months, with a monthly limit of 10 million tokens.

If a project exceeds the monthly limit, additional usage of up to 50 million tokens will be charged at a 50% discount. Unused tokens will not carry over to subsequent months.

For training, testing, validation, evaluation and inference involving AI models other than large language models, users may apply for access to up to 120 GB of video memory for a period of up to six months.

Projects seeking discounted access will be selected through a competitive process. Competitions will be held twice a year, in July and November, with applications assessed on a 100-point scale.

Applicants who disagree with the results may submit an electronic appeal to an appeals commission within three working days of the announcement. Appeals must be reviewed within five working days.

Each user may implement no more than one project at a time.

The rules also prohibit users from processing the data they receive for purposes not предусмотрed by the regulation, transferring it to third parties, copying or distributing it, or using it for commercial purposes, unless otherwise permitted by law or contract.
