Tashkent, Uzbekistan (UzDaily.uz) — Uzbekistan has updated the rules governing its financial services regulatory sandbox, introducing three testing tracks and expanding the range of eligible participants, the Ministry of Justice said.
The Central Bank’s regulatory act was registered by the Ministry of Justice on 19 October 2026 under No. 3956.
The document regulates the introduction and termination of a special legal regime for financial services, as well as the conditions for operating within that regime.
The revised sandbox framework provides for three separate tracks: “innovation”, “acceleration” and “technology cooperation”. These will serve as the basis for testing financial services and solutions under the special legal regime.
The changes also broaden eligibility. Foreign legal entities may apply as co-applicants, while legal entities regulated by government authorities other than the Central Bank may also participate.
Companies planning to introduce a new financial service will be able to receive preliminary consultations before submitting an application. The pre-application support mechanism is intended to help prospective participants prepare to enter the regulatory sandbox.
The document also establishes procedures for maintaining a special register of legal entities operating within the sandbox.
New requirements apply to the promotion of financial services being tested. Advertisements and informational materials promoting such services must explicitly state that they are being offered as part of a testing programme.
The revised rules cover the administration of the special legal regime, participation by different categories of legal entities and disclosure to consumers that the financial services offered are still in the testing phase.
