Tashkent, Uzbekistan (UzDaily.uz) — Uzbekistan has proposed changing the procedure for calculating electricity payments for outdoor advertising and information structures.

A draft Cabinet of Ministers resolution proposes abolishing the existing threefold tariff coefficient for such structures, as well as illuminations and light garlands. The document has been submitted for public discussion, which will continue until 14 October.

Currently, a special electricity payment procedure applies to outdoor advertising and information structures. Under Article 81 of the Rules for the Use of Electricity and Natural Gas, consumption is determined based on the use of installed capacity over 24 hours or according to the readings of a separate meter.

The cost of electricity is currently calculated using a coefficient of three applied to the tariff for the second tariff group. The base tariff for this group has been 1,100 soums per kWh since 1 June.

The draft proposes removing Article 81 from the existing rules. This would allow electricity used by advertising structures to be paid for under the standard procedure without the additional threefold tariff increase.

The changes would apply to various types of outdoor advertising and information structures, including video screens, electronic displays, media facades and other technical equipment. The proposed provisions would also cover illuminations and light garlands.

The draft separately states that budget-funded organisations and entities receiving funds from the state budget are not subject to the existing threefold coefficient.

The document also contains other proposals. In particular, entrepreneurs would be given the opportunity to voluntarily rectify identified violations related to the use of fuel and energy resources.

In addition, the draft proposes fully digitising the issuance of cadastral passports for areas with a high level of technological hazard.
