Uzbekistan Introduces National Technical College Ranking

Tashkent, Uzbekistan (UzDaily.com) — The Ministry of Justice of the Republic of Uzbekistan has registered a departmental regulatory act establishing the procedure for forming a national ranking of secondary specialized and vocational education institutions, as well as a system of incentives.

The document was assigned registration number 3816 and adopted on April 15, 2026.

Under the approved procedure, national rankings of technical colleges and academic lyceums are compiled separately by the Agency for Quality Assurance in Education.

The performance of educational institutions is assessed through a comprehensive analysis of data obtained from information systems of ministries and agencies, materials submitted by educational organizations themselves, and nationwide surveys of students, teachers, and employers.

The results of the national ranking are published annually by October 10 and reflect performance indicators for the previous year.

In addition, an annual nationwide survey is предусмотрed, conducted by May 30 and covering key groups involved in the education process.

Special attention is given to the incentive system. Vocational education institutions included in the TOP-50 national ranking will receive a reward of 3,000 base calculation units (BCU).

These funds will be allocated as follows: 80% for strengthening material and technical infrastructure, and 20% for incentives for management and staff.

The introduction of the national ranking is aimed at improving the quality of vocational education, increasing competition among institutions, and creating a transparent system for evaluating their effectiveness.
