Tashkent, Uzbekistan (UzDaily.uz) — Uzbekistan utilised US$44.3 billion in foreign investment and loans in January–September 2026. During the period, 106 major projects with a combined value of US$3.8 billion were commissioned, creating 13,800 jobs.
The figures were presented in a response by Minister of Investment, Industry and Trade Laziz Kudratov to a parliamentary inquiry from the Legislative Chamber of the Oliy Majlis. The inquiry concerned monitoring the implementation of foreign-investment projects across the regions, assessing their effectiveness and improving engagement with investors.
According to the response, a digital system is being used to monitor investment projects and identify problems arising during their implementation in a timely manner.
Measures are also being taken to improve the management of special economic zones and increase the efficiency of foreign loans secured by state guarantees.
As part of efforts to improve the legal framework governing special economic zones, a revised draft law titled “On Special Economic Zones” has been prepared. Support measures for exporters are also gradually being brought into line with Uzbekistan’s international trade commitments.
During consideration of the response, MPs stressed that investment performance should be assessed not only by the volume of funds utilised but also by the creation of added value, the provision of sustainable employment, the development of cooperation with local enterprises and its impact on public welfare.
In this regard, they proposed selecting projects with high economic returns based on the potential and specialisation of individual regions, strengthening production links with local businesses and ensuring that investment initiatives deliver specific results.
MPs noted that parliamentary oversight in this area would help assess compliance with legislation, identify existing problems and improve the performance of the responsible government agencies.
Following consideration of the response to the parliamentary inquiry, the Legislative Chamber adopted a corresponding decision.
