Tashkent, Uzbekistan (UzDaily.uz) — Students at several higher education institutions in Tashkent have reportedly been required to install the Xavfsiz talaba (Safe Student) mobile application.
According to students, in some cases, refusing to install the app has resulted in them being denied access to university buildings and classes being disrupted.
Students have reported that the administrative pressure has interrupted the learning process. In some classrooms, lessons were stopped so that students could install the application.
Xavfsiz talaba combines several student services, including access to class schedules, tuition payments under contract arrangements and academic performance tracking. The app also allows users to contact emergency services, similar to calling 102.
The platform’s active rollout began in October 2026. The Ministry of Education held separate meetings on the implementation of the application.
The ministry said, however, that it had not instructed universities to force students to install the app.
Following reports that students had been denied entry to universities, the ministry’s press service announced the formation of a working group to investigate the situation and ensure students’ right to access education without obstruction.
As of publication, the results of the investigation had not been announced.
