Uzbekistan Approves Risk Analysis System for Oversight in Religious Sphere

Tashkent, Uzbekistan (UzDaily.uz) — Uzbekistan's Ministry of Justice has registered regulations introducing the electronic "Risk Analysis" system for oversight of religious educational institutions, the organization and conduct of Umrah activities, and the preparation, import and distribution of religious materials. The document was registered under No. 3899 on 15 July 2026.

The regulations introduce an automated mechanism for assessing the risk of legal violations by business entities. Risk levels will be determined using data from government information systems, statistical information, citizens' complaints, media reports and other lawful sources.

The document stipulates that authorities may not require business entities to provide additional documents or information when conducting risk assessments.

Risk assessments will be carried out according to separate criteria for religious educational institutions, the organization and conduct of Umrah activities, and the preparation, import and distribution of religious materials.

Following the assessment, business entities will be classified into one of three risk categories: high, medium or low.

Preventive measures and inspections of entities classified as high or medium risk will be conducted in accordance with applicable legislation. No inspections are предусмотрed for entities classified as low risk.

The regulations also specify that a risk level assigned by the electronic system, by itself, does not constitute grounds for applying direct enforcement measures against a business entity.
