Tashkent Hosts Leadership Training Program for Women

Tashkent, Uzbekistan (UzDaily.uz) — The National Center for Human Rights, in partnership with several organizations, launched a two-day training program aimed at strengthening the leadership potential of women working in state authorities, law enforcement, and the judicial system.

On 2 July 2026, the National Center of the Republic of Uzbekistan for Human Rights, together with the OSCE Project Co-ordinator in Uzbekistan, the Committee of Family and Women of the Republic of Uzbekistan, and the Law Enforcement Academy of the Republic of Uzbekistan, commenced the two-day training course dedicated to the development of women's leadership skills.

The event is aimed at strengthening the role of women in the socio-political life of the country, expanding their participation in state decision-making, and improving the professional, managerial, and communicative competencies of female representatives from state bodies, law enforcement agencies, and the judiciary.

The training is conducted as part of the implementation of the state policy of Uzbekistan to ensure gender equality and empower women. It also aligns with the fulfillment of the country's international obligations in the field of human rights protection, including the provisions of the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), the United Nations Sustainable Development Goals, and the Strategy for Achieving Gender Equality until 2030.

Welcoming remarks were delivered to the participants by Akmal Saidov, Director of the National Center of the Republic of Uzbekistan for Human Rights; Dilnoza Muratova, Deputy Director of the Center; Antti Karttunen, OSCE Project Co-ordinator in Uzbekistan; Svetlana Artikova, Deputy Prosecutor General of the Republic of Uzbekistan; and Evgeniy Kolenko, First Deputy Head of the Law Enforcement Academy of the Republic of Uzbekistan.

The speakers emphasized that the development of women's leadership potential is an important condition for forming an inclusive system of public administration, ensuring equal participation of women and men in public life, and further promoting the principles of equality and non-discrimination.

The educational program is conducted by international experts possessing many years of experience in the law enforcement sector and the promotion of gender equality. The trainers include Kate Meynell, a senior police officer from the United Kingdom, former Chief Constable, and national homicide working group coordinator, alongside Montserrat Pina, Superintendent of the Barcelona Police, head of the gender equality department, and former President of the European Network of Policewomen.

On the first day, participants reviewed modern approaches to leadership, issues of effective communication, the development of strategic thinking, and the reinforcement of confidence in professional activities. Particular attention was paid to the role of women in decision-making processes, the development of teamwork skills, and building a constructive professional dialogue.

The practical part of the program included interactive exercises, group discussions, and the exchange of experiences aimed at developing managerial competencies and improving communication skills. The final session of the first day focused on the development of professional networks and mutual support mechanisms. The participants discussed successful practices for promoting women to leadership positions and the prospects for further cooperation.

The training workshop will continue its work on 3 July 2026. On the second day, participants will examine issues of strategic leadership, change management, decision-making under conditions of uncertainty, as well as practical mechanisms for promoting gender equality and expanding the participation of women in management processes.
