Leadership Training Held for Women Deputy Hokims in Samarkand
Tashkent, Uzbekistan (UzDaily.uz) — A two-day specialised training programme titled "Professional Motivation and Resilience" was held in Samarkand to strengthen the personal and professional competencies of civil servants. The training was organised under the "Further Improvement of Public Service Delivery in Uzbekistan" project, funded by the European Union and implemented by the United Nations Development Programme (UNDP) in partnership with Uzbekistan's Ministry of Justice.
Thirty-five women serving as deputy hokims from various regions of Uzbekistan took part in the programme.
The training focused on developing the skills needed to adapt to change, effectively manage professional challenges and improve the quality of public services at the local level.
Over two days, participants enhanced their practical skills in professional motivation, stress management, emotional resilience and effective communication. The programme also covered methods for preventing professional burnout, maintaining high performance and fostering a positive working environment that supports the continuous development of public institutions.
Renata Wrubel, Chargé d'Affaires ad interim of the Delegation of the European Union to Uzbekistan, said the success of public administration reforms depends not only on the introduction of modern technologies but also on preparing motivated and resilient civil servants capable of responding effectively to citizens' needs.
Akiko Fujii, UNDP Resident Representative in Uzbekistan, said that investing in the professional development and well-being of civil servants contributes to building effective, inclusive and trusted public institutions.
The organisers said the training forms part of a long-term programme to strengthen the capacity of Uzbekistan's public administration system. The project aims to train 1,000 civil servants in the principles of inclusive and citizen-centred service delivery by 2029.
The "Further Improvement of Public Service Delivery in Uzbekistan" project is being implemented from 2024 to 2029 with a total budget of €4.9 million.
Its main objectives include improving the institutional and regulatory framework for public services, strengthening the capacity of government institutions, advancing the digital transformation of public services and enhancing the effectiveness of local governance.
The initiative also envisages conducting functional reviews of 11 government institutions, digitalising at least 35 public services and establishing 34 new public service zones in mahallas across the country.
