Karshi approves Khontepa renovation master plan

Tashkent, Uzbekistan (UzDaily.uz) — Karshi has approved a master plan for the comprehensive renovation of a 26.8-hectare area within the Khontepa mahalla citizens’ assembly. The decision was adopted by the Kashkadarya Regional Council of People’s Deputies on 26 August, the press service of the National Committee for Sustainable Urbanization and Housing Market Development said.

The project provides for comprehensive development of the area in accordance with a presidential resolution dated 24 February. The master plan was submitted for public discussion before being approved.

Under the approved plan, 107 residential buildings ranging from seven to nine floors will be constructed. They will contain 3,050 apartments designed to accommodate 10,620 people.

A significant portion of the site will be allocated to public and green spaces. Green areas will cover 8.3 hectares, or 31% of the total project area. Another 4.8 hectares will be occupied by a central recreational area in the form of a boulevard. The plan includes 9.6 km of pedestrian paths and 9.4 km of cycling infrastructure.

The project also provides for 3,200 parking spaces, including 1,500 underground spaces.

In addition to residential buildings, the master plan includes a preschool educational institution with capacity for 210 children and a private school for 400 students. Commercial premises with a total area of 47,800 square meters will be located on the ground floors of residential buildings and used for retail, household services and businesses.

Direct investment in the project is estimated at US$219.1 million. According to the plan, implementation of the project will create more than 3,000 new jobs, while annual tax revenues to the budget are expected to exceed 100 billion soums.

The project is scheduled to be implemented from 2026 to 2032. Construction is planned in three main stages. The area will be divided into eight investment sites and 32 lots.

The master plan was developed under a mechanism for implementing comprehensive development projects established by a presidential resolution. Under the document, investment companies may, in coordination with the National Committee for Sustainable Urbanization and Housing Market Development, engage design organizations through a best-offer selection process to prepare master plans and development projects for the relevant areas.
