IT Park Uzbekistan and HSITP Discuss Tech Partnership
Tashkent, Uzbekistan (UzDaily.uz) — A delegation from IT Park Uzbekistan held negotiations with the leadership of the Hong Kong-Shenzhen Innovation and Technology Park (HSITP) during a working visit to Hong Kong, focusing on cooperation in innovation, startups, artificial intelligence, and attracting international technology companies.
The meeting took place on 14 July 2026, with the participation of the Director General of IT Park Uzbekistan, Azamat Karamatov, and the Chief Executive Officer of HSITP, Vincent Ma. The visit also included a tour of the park's Visitor Centre, an introduction to the residential infrastructure for specialists, and a presentation on the opportunities IT Park Uzbekistan offers to international technology businesses.
During the talks, the delegation familiarized themselves with the infrastructure of HSITP and presented Uzbekistan's digital ecosystem, highlighting the country's potential as a regional center for technology, innovation, and international entrepreneurship.
HSITP representatives detailed the creation of their world-class innovation ecosystem in the Lok Ma Chau Loop district. The project is being implemented under the "One Country, Two Systems" framework and is designed to accommodate more than 100,000 innovation and technology professionals. Its territory is planned to host research centers, laboratories, high-tech manufacturing facilities, infrastructure for artificial intelligence development, office spaces, and residential complexes.
Special attention was paid to the selection mechanism for tech park residents. At HSITP, land plots are allocated primarily based on the quality of business proposals and their innovative value. When evaluating applications, 70 percent of the score is based on the business plan and the project's technological component, while 30 percent is allocated to the commercial proposal. This approach focuses on developing projects in artificial intelligence, robotics, life sciences, microelectronics, and other high-tech sectors.
The parties also discussed the development of the startup ecosystem. The leadership of HSITP presented its incubation program, which allows promising technology companies to participate free of charge without giving up equity in their business. It is aimed at commercializing research and development, scaling projects internationally, and building partnerships with leading industry players.
Key priorities identified for cooperation include integrating Uzbek startups into the Hong Kong innovation ecosystem, expanding collaboration with venture capital funds and investors, and creating conditions for Chinese technology companies to enter the Central Asian market through Uzbekistan.
Additionally, the sides noted prospects for joint work in artificial intelligence, robotics, biotechnology, microelectronics, advanced manufacturing, and the commercialization of scientific developments.
The participants also discussed the role of HSITP as a cross-border innovation platform linking Hong Kong with the Greater Bay Area, which represents one of the world's largest technology clusters with a population of approximately 86 million people. The parties noted that this model provides international companies with access to the mainland Chinese market while preserving the benefits of Hong Kong's business environment.
Following the talks, an agreement was reached to develop cooperation through exchange programs for startups, organizing business missions and joint events, expanding interaction with investors, conducting themed workshops, and securing the participation of HSITP representatives in ICT Week Uzbekistan.
