Tashkent, Uzbekistan (UzDaily.com) — The Legislative Chamber of Uzbekistan’s Oliy Majlis has approved in the first reading a draft law aimed at improving labor relations, simplifying hiring procedures, and strengthening worker protections.

First Deputy Minister of Poverty Reduction and Employment M. Juraev presented the bill. During the discussion, it was noted that the initiative предусматривает amendments to existing legislation to eliminate excessive administrative requirements.

One of the key provisions of the draft law is the reduction of the list of documents required for employment.

Under the proposed rules, the main requirement will be a citizen’s personal identification number. For individuals subject to military registration, the submission of a military ID or registration certificate will remain mandatory.

The draft law also places strong emphasis on the digitalization of labor relations. It proposes abolishing the requirement to provide extracts from electronic employment records when applying for a job. Documents verified by electronic digital signature or biometric identification (Face ID) will be considered equivalent to those issued in traditional written form.

The bill further introduces measures to combat harassment and violence in the workplace, including prevention mechanisms and protections for affected employees. It also clarifies the procedure for compensation in cases of delayed wages, предусматривая monetary compensation for each day of delay by the employer.

During the session, lawmakers raised questions regarding the practical application of the new rules, including potential administrative liability for employers in cases of violations related to digital labor accounting systems.

The authors of the draft law provided clarifications on these issues.

Following the discussion, the bill was approved in the first reading and sent for further consideration.
