Uzbekistan to Simplify Construction Services From 1 July

Tashkent, Uzbekistan (UzDaily.com) — Uzbekistan will introduce a series of measures to simplify construction-related public services from 1 July, according to a presidential decree signed on 4 June by President Shavkat Mirziyoyev.

The document was reported by the legal information channel of the Ministry of Justice.

The decree provides for a reorganisation of procedures for connecting construction sites to engineering and utility networks.

The processes will be merged into a composite service based on the principle of “one application, one payment, all connection points”.

From 1 September, a unified procedure for issuing architectural and urban planning assignments will be introduced across all regions as part of a single public service. All related procedures will be consolidated to simplify the process.

The decree also stipulates that if deficiencies are identified in the provision of construction-related public services, the deadline for their correction will be extended by five working days.

A requirement for repeated approval of project documentation with local architectural and construction councils will be abolished for minor amendments. The simplified procedure will apply to changes that do not affect structural integrity, fire safety, the purpose of the facility or urban planning standards.

In addition, the installation of video surveillance systems will become mandatory for projects worth more than 3 billion soums financed from the state budget, as well as for residential buildings and social infrastructure facilities of categories III–IV, hotels, tourism, commercial and industrial sites.

The decree follows earlier instructions by the president to simplify the process of obtaining technical conditions for connection to utility networks through a unified application mechanism and single payment system.

Officials noted that similar measures previously introduced in Tashkent had significantly reduced the duration of approval procedures.
