IT Park, Enterprise Uzbekistan Study Hong Kong Model
Tashkent, Uzbekistan (UzDaily.uz) — A delegation from IT Park Uzbekistan and Enterprise Uzbekistan visited Hong Kong to study the experience of building one of the world's leading international financial centres and the mechanisms supporting the development of its technology ecosystem.
During meetings with representatives of the Hong Kong Monetary Authority (HKMA) and the Financial Services and the Treasury Bureau (FSTB), the delegation focused on the role of legal, regulatory and financial infrastructure in supporting innovation, fintech and technology companies.
The Uzbek delegation reviewed how Hong Kong's common law system, financial regulators, banking sector, private investors and technology development institutions work together to coordinate public policy and remove barriers to business.
At HKMA, the delegation was introduced to the key priorities for developing Hong Kong as an international financial centre. These include strengthening the city's role as a link between mainland China and global financial markets, promoting sustainable finance and accelerating the adoption of financial technologies.
The discussions also covered the Faster Payment System for instant interbank transfers, cross-border payments, central bank digital currency, digital supervision technologies and the tokenisation of financial instruments.
It was noted that HKMA focuses on developing a reliable regulatory framework and financial infrastructure, while funding for technology companies is provided by private investors, banks, venture capital funds, and innovation hubs including Cyberport and Hong Kong Science and Technology Parks.
During a meeting with FSTB representatives, the parties discussed a model of public policy coordination based on a unified strategic approach while distributing responsibilities among specialised institutions. According to the participants, this enables organisations to maintain their independence while working toward shared economic goals.
The talks also covered examples of government involvement in developing financial infrastructure, including digital asset licensing, regulatory sandboxes, instant payment systems and support for research activities.
Following the visit, IT Park Uzbekistan and Enterprise Uzbekistan said Hong Kong's experience would be valuable for the further development of the Enterprise Uzbekistan international technology jurisdiction and for strengthening its cooperation with IT Park Uzbekistan.
According to the participants, Enterprise Uzbekistan could focus on improving the legal and regulatory environment, developing corporate legislation, intellectual property protection mechanisms, digital company registration and dispute resolution, while IT Park Uzbekistan could concentrate on attracting technology companies, supporting startups, developing talent, promoting exports and working with investors.
During the visit, the Uzbek delegation invited representatives of HKMA, FSTB and InvestHK to participate in ICT Week Uzbekistan 2026, which is scheduled to take place in September.
The parties agreed to continue cooperation on fintech, digital financial infrastructure, digital assets, regulatory sandboxes, venture financing and the international expansion of technology companies.
InvestHK also expressed interest in considering Uzbekistan as one of the potential destinations under its Go Global initiative, which supports the international expansion of Hong Kong and Chinese companies.
