Tashkent, Uzbekistan (UzDaily.uz) — From 1 January 2027, building managers in Uzbekistan will be required to ensure that lifts undergo technical maintenance at least once a month.
Lift registration, the conclusion and termination of maintenance contracts, and the submission and storage of maintenance records will be handled through the unified interagency electronic platform “Havfsiz Lift”.
The procedure is established by the Regulations on Lift Operation and Maintenance, approved by Government Resolution No. 588 dated 22 October 2026.
Lifts will be registered free of charge by the authorised body. If the initial technical inspection produces a positive result, registration will be completed within two working days, and the applicant will receive a certificate containing a QR code.
A standard identification number and registration details with a QR code must be displayed in a visible location inside each lift cabin. The names, addresses and contact details of the building manager and maintenance company must also be provided.
The transport of construction materials and construction waste in passenger lifts is prohibited, regardless of their load capacity.
The restrictions also cover items that do not fit within the lift’s dimensions, as well as explosive, flammable, radioactive and highly toxic substances. The use of lifts and spare parts that have not been purchased and installed through the electronic platform is also prohibited.
Installers must provide a warranty of at least three years for every commissioned lift. During the warranty period, repairs and replacement of parts must be completed within no more than 15 days.
Maintenance must not be carried out while a lift is marked with a red information notice prohibiting its operation. The maintenance company may not charge the building manager a monthly fee for this period.
Registration in the official register of lift maintenance organisations will be free of charge and completed through an online notification.
