Uzbekistan to Digitalize Impound Lot Operations

Tashkent, Uzbekistan (UzDaily.uz) — The Cabinet of Ministers of Uzbekistan has approved a procedure for digitalizing the operations of specialized impound lots.

According to a resolution dated 2 July, starting from 1 August 2026, clearances to remove cars and motor transport will be issued in electronic form through the "Jarima Maydonchasi" information system and verified with a QR code.

The document stipulates that the electronic clearance will be confirmed by the body or official reviewing the administrative case, as well as the body responsible for executing the decision.

Within two months, the Ministry of Internal Affairs, together with the Tax Committee and the Ministry of Digital Technologies, must ensure the integration of the "Jarima Maydonchasi" system with the information systems of the tax authorities through the interdepartmental integration platform of the "Electronic Government."

Following the integration, information about legal entities providing storage services for detained vehicles—including their name, taxpayer identification number, address, and other details—will be automatically generated in the tax systems.

In addition, data on vehicles placed in impound lots, including their make, state registration number, the time of entry and removal, and information on the amount of the collected fee, will be transmitted to the system.

The resolution also establishes a requirement to equip impound lots with cameras and technical means that ensure the monitoring of vehicle entry and exit through the "Jarima Maydonchasi" system with a function for recognizing state registration plates.

Impound lot operators will be required to keep records of detained vehicles, services rendered, and payments received through the system. This data will be automatically reflected in the information systems of the tax authorities.

The lack of such records, the removal of a detained vehicle without fully resolving the reasons for detention, or its illegal use will be considered violations. In such cases, the contract with the operator must provide for a penalty of 20 basic calculating values, which amounts to 8.24 million soums, and 8.8 million soums from 1 September.

A repeated violation within a year will become grounds for terminating the contract between the Road Traffic Safety Service and the impound lot operator.

The requirements established for impound lot operators will come into force three months after the official publication of the resolution—from 6 October 2026.

It was previously reported that applications to remove a vehicle from an impound lot are planned to be submitted in electronic form through the MyGov portal, the mobile application of the Road Traffic Safety Service, and public service centers.
