Tashkent, Uzbekistan (UzDaily.uz) — Uzbekistan is preparing a national strategy for the development of its microelectronics and semiconductor industry for 2027–2036. The Asian Development Bank (ADB) has approved US$1.2 million in technical assistance for this purpose, the Ministry of Economy and Finance of Uzbekistan reported.
How ADB funding will be allocated
Of the total amount, US$1 million will go directly towards developing the strategy. The remaining US$200,000 will be used to engage consultants and launch a programme to develop human resources in the sector.
A tender to select an international consulting company to prepare the document concluded on 15 October 2026. Five companies from the United States, Singapore, Malaysia and Uzbekistan submitted applications.
Who will develop the strategy
International and local experts are being involved in the strategy's development, including specialists with more than 25 years of experience in the semiconductor industry. The international consultant is Glenn Quiro of the United States.
He has worked in the semiconductor sector for more than 25 years, including 17 years at Intel, and specialises in the physics and engineering of microelectronic and semiconductor devices.
The local consultant is Oybek Abdulxayev, who holds a PhD. He has more than 15 years of experience in the semiconductor sector and specialises in electronics and semiconductor physics.
Training specialists for the industry
As part of the workforce development programme, 50 participants were selected from a pool of 300 candidates. They were provided with training courses in integrated circuit (IC) design.
Twenty successful candidates have been selected for the first preparatory scholarship courses in Malaysia. Another 20 candidates and lecturers will be sent for two months to Soongsil University and Hoseo University in South Korea. Specialists are also expected to be sent for internships at fabless companies.
In cooperation with India's NIELIT institute, a free introductory training programme in VLSI and semiconductor technologies is being organised at ToshTech Technical University. It is designed for 100 participants, including undergraduate and postgraduate students, lecturers, researchers, engineers and other relevant specialists.
The programme covers two areas: IC Design (integrated circuit design) and APT (semiconductor assembly, packaging and testing).
Training government officials
The government is also working to expand sector-specific knowledge among public officials. In 2025, 43 senior officials from 19 ministries and agencies took part in a training seminar.
In 2026, more than 50 senior officials and responsible staff from over 30 ministries, agencies and organisations participated in the Strategic Workshop Lab.
Another workshop, held on 30 September 2026, brought together more than 30 senior officials from over 10 ministries and agencies.
In total, nearly 130 government officials have improved their knowledge and skills in the semiconductor field. The programmes covered education, the semiconductor value chain, public administration and strategic decision-making.
