Uzbekistan Approves Law on Proactive Legal Information

Tashkent, Uzbekistan (UzDaily.uz) — The Legislative Chamber of the Oliy Majlis of Uzbekistan has approved in the first reading a draft law introducing amendments and additions to the Law “On Dissemination of Legal Information and Ensuring Access to It.” The document is aimed at introducing a system for proactively providing legal information to the public.

During the parliamentary discussion, it was noted that the draft law seeks to improve mechanisms for timely, targeted and convenient informing of citizens about legislative changes through the use of modern technologies.

The document stipulates that state bodies will be required not only to adopt and officially publish regulatory legal acts within their areas of authority, but also to organize explanations of their content and significance for the public.

Similar responsibilities for informing citizens and explaining adopted decisions are proposed for local government authorities.

During the discussion, lawmakers noted that timely notification of citizens about new laws and explanations of their content in simple and understandable language is becoming increasingly important.

For this purpose, alongside traditional methods, the draft law proposes using digital platforms, mobile applications, social networks and interactive systems based on artificial intelligence technologies.

The draft law also provides for simplifying the procedure for delivering regulatory legal acts to state bodies through the introduction of targeted distribution practices.

At the same time, citizens will retain the opportunity to access texts of documents published in the National Database of Legislation Lex.uz free of charge, as well as receive copies of them. Services requiring additional costs will be provided in accordance with established procedures.

Following consideration, deputies approved the draft law in the first reading and sent it to the Senate.
